Each city (including Dingzhou, Xinji City) Bureau of Industry and Information Technology, Development and Reform Commission (Bureau), Ecological Environment Bureau, Reform and Development Bureau of the Administration Committee of Xiongan New District, and Ecological Environment Bureau:

In order to promote the transformation and upgrading of the foundry industry in Hebei Province to high-end, smart, and green directions, in accordance with the "Regulations on the Administration of Enterprise Investment Project Approval and Filing" (State Council Order No. 673), the "State Council’s Decision on Printing and Distributing the Three-Year Action Plan for Winning the Blue Sky Defense War" "Notice" (Guo Fa [2018] No. 22), "Industrial Structure Adjustment Guidance Catalog (2019 Edition)" (National Development and Reform Commission Order No. 29), "Ecological Environment of the Development and Reform Commission of the General Office of the Ministry of Industry and Information Technology" Notice of the General Office of the Ministry of Industry and Information Technology on Prohibition of Newly Added Casting Production Capacity in Key Areas (Lianzhuang (2019) No. 44 of the Ministry of Industry and Information Technology), and “Notice of the People's Government of Hebei Province on Printing and Distributing the Three-Year Action Plan for Winning the Blue Sky Defense War in Hebei Province” (Ji Zhengfa [2018] No. 18) and other document requirements, combined with the actual situation of the province, the relevant matters concerning the construction of foundry capacity are hereby notified as follows:

1. Scope of application

All foundry production enterprises and workshops in Hebei Province (excluding pig iron production capacity of cast iron blast furnace enterprises). Among them, Shijiazhuang, Tangshan, Handan, Xingtai, Baoding, Cangzhou, Langfang, Hengshui, Dingzhou, Xinji and Xiongan New District are key areas, and Zhangjiakou, Chengde, and Qinhuangdao are non-key areas. New casting capacity is forbidden in key areas, capacity replacement plans are implemented and public announcements are reviewed level by level; new casting capacity is not restricted in non-key areas, but the local government must make careful decisions in terms of industrial layout and ecological environment, and review and publicize level by level announcement. (See attachment 1)

2. Production and operation conditions

1. Have independent legal person qualifications, obtain a valid corporate legal person business license issued by the market supervision and management department; obtain the filing procedures issued by the development and reform department (or administrative examination and approval department); obtain the environmental assessment approval issued by the ecological environment department (or the administrative examination and approval department) ( Pollution Discharge Permit) procedures; to obtain a land use certificate issued by the Ministry of Land and Natural Resources, a lease contract of not less than 10 years (including continuous renewal contracts) shall be provided for the leased land; it shall meet the requirements of laws and regulations on production safety and labor protection.

2. Comply with the requirements of local development planning, and not produce in nature reserves, scenic spots and other areas that need special protection (class I areas) designated by the relevant competent departments of the State Council and the provincial government. Encourage enterprises to gather in industrial parks to achieve large-scale production Operating.

3. Comply with the relevant national laws, regulations, standards and norms, product production meets the requirements of national industrial policies, do not produce products that are explicitly eliminated by the state, and do not use equipment, materials and production processes that are explicitly eliminated by the state (see Annex 2 and 3).

3. Statistical verification and identification of existing production capacity

The people's governments of each city (including Dingzhou and Xinji City) and the Xiongan New District Management Committee are specifically responsible for the statistical verification and reporting of the production capacity of foundry enterprises and workshops in the region (excluding the production of pig iron for foundry pig iron blast furnace enterprises). From the date of issuance of this notice, the actual production capacity of each company will be completed within 3 months, and the actual production capacity of each company will be verified and reported, and the level of process equipment of each company will be A-level (national advanced level) and B-level (domestic leading) Level) and C-level preliminary assessment. The Provincial Department of Industry and Information Technology, in conjunction with the Provincial Development and Reform Commission, organizes foundry industry experts (more than 3 senior seniors) to review and inspect the production capacity and technological equipment level of A and B enterprises in each city (see Annex 4, 5, 6, 7). The capacity of a project that has not started construction within 2 years of the company's filing period and has not started construction within 1 year of the extension period is deemed invalid.

4. Approval of replaceable capacity

The people's governments of each city (including Dingzhou and Xinji City) and the Xiongan New District Management Committee are specifically responsible for the approval of the production capacity that can be used for replacement in the region (excluding the pig iron production capacity of cast iron blast furnace enterprises). Replaceable capacity must be a legally compliant capacity confirmed in accordance with the approved standards in the statistical verification of existing capacity. The approved standards are as follows:

1. If the project has been filed and the business and land (lease land should be provided with a lease contract of not less than 10 years (including continuous renewal contract)), environmental assessment approval (pollution discharge permit) and other procedures are complete, and the filing is consistent with the actual production capacity, it shall be approved It is a replaceable capacity.

2. For projects under construction that have been completed and within the validity period, the "Notice on Prohibition of New Casting Capacity in Key Areas by the General Office of the Ministry of Industry and Information Technology, Development and Reform Commission, General Office of the Ministry of Industry and Information Technology" Lianzhuang [2019] No. 44) issued (July 2, 2019) before the filing, according to the filing documents approved as replaceable capacity.

3. For projects that have passed the filing period (3 years) and have been completed, the project is approved as replaceable capacity according to the filing capacity; for the “large batches” project that has passed the filing period (3 years) and has been completed “Building small” projects are approved as replaceable capacity based on actual production capacity; for projects that have not yet passed the registration period (3 years) and partially completed, they are approved as replaceable capacity based on the registered capacity.

4. For pieces and sets that need to be converted into replaceable production capacity in tons, the Municipal Bureau of Industry and Information Technology, together with the development and reform, administrative approval and other departments, will organize more than 3 experts in the foundry industry (including 1 senior senior Above) Approval on site.

5. The production capacity of enterprises that have ceased production after January 1, 2018 shall be approved as replaceable capacity with reference to the above clauses. Companies that stop production due to special reasons such as protecting water sources, relocating from the city, urban construction, etc., and have government approvals, are not subject to this time limit and approved as replaceable production capacity.

6. If other special circumstances are involved and the reasons are sufficient, the Municipal Bureau of Industry and Information Technology, together with the development and reform, administrative approval and other departments, shall organize more than 3 experts in the foundry industry (including more than 1 senior senior), and the site shall be approved as replaceable capacity.

5. Capacity replacement procedures and methods

1. For enterprises in key and non-key areas that carry out technological transformation at their current location (without replacing smelting furnaces or adding new capacity production lines), the technological transformation plan must be included (see attachments 8 and 9, three copies of paper, electronic version 1 Submissions) to the county (city, district) level industry and information departments, and after soliciting the opinions of the development and reform or administrative approval departments at the same level, submit the technical reform plan (with the opinions of the development and reform or administrative approval departments at the same level) to the city Level-level industrial and information departments (including Dingzhou City, Xinji City, Xiong’an New District Management Committee), and municipal-level industrial and information departments will review and publish after soliciting the opinions of the development and reform or administrative approval departments at the same level (in the bureau portal 7 working days for website publication), an announcement will be made after no objection, and report to the Provincial Department of Industry and Information Technology for the record.

2. New foundry enterprises, transformation and upgrading (including replacement of smelting furnace but no new capacity, new capacity production lines), relocation, mergers and reorganizations in key areas must be high-end or precision casting projects (see Appendix 10, and "Industrial Structure Adjustment" Guidance Catalogue (2019 Edition)" Category I Encouragement Category), and strictly implement equivalent or reduced replacement (the reduction ratio is determined by the company). The enterprise capacity replacement plan mainly includes construction projects and exit projects (see appendix 11, 12, 13, three copies in paper format and one copy in electronic version), which are organized by county (city, district) and municipal industry and informatization departments After level-by-level review (with comments from the development and reform or administrative approval departments at the same level), report to the Provincial Department of Industry and Information Technology (provincial enterprises are reported by the Provincial SASAC after preliminary review), and the Provincial Department of Industry and Information Technology organizes relevant departments and Experts verify the replacement equipment on site, publicize it after soliciting the opinions of the Provincial Development and Reform Commission and the Provincial Department of Ecology and Environment (publication on the portal website of the Department for 7 working days), and announce it after no objection.

3. New foundry enterprises in non-key areas, transformation and upgrading (including replacement of smelting furnaces but no new production capacity, new production lines), relocation, mergers and reorganizations, etc. may not implement capacity replacement plans. In principle, they are high-end or precision casting projects. Refer to the above procedures to review the announcements level by level.

4. Under the circumstance that the total casting production capacity in key areas of Hebei Province remains unchanged, no entry of casting production capacity from outside the province and non-key areas within the province is not accepted. The production capacity replacement in key areas can be transferred across cities and counties. The replacement capacity is in principle the last time Transfer. Encourage foundry enterprises in Hebei Province to develop outside the province and move to non-key areas with strong environmental carrying capacity. The production capacity vacated by enterprises that have moved outside the province can be retained as the base for the development of the local foundry industry. Give priority to support and coordination of casting production capacity urgently needed for major national defense technology and equipment construction projects.

5. Encourage enterprises to implement technological transformations to reduce volume and increase efficiency, encourage existing cast iron blast furnace enterprises to directly use blast furnace molten iron to produce short-flow melting processes and equipment for iron castings, encourage concentrated aluminum alloy smelting, short-flow casting processes and equipment, and encourage cities Promote existing enterprises to implement mergers and reorganizations in the direction of high-end or precision casting to build a green casting industrial park, and encourage cities to carry out accurate assessment of regional production capacity with county-level units.

6. In principle, foundry construction projects for new construction, transformation and upgrading, relocation (within the province), mergers and reorganizations of enterprises should use clean energy such as natural gas or electricity, and all processes that produce particulate matter or VOCS (volatile organic compounds) should be equipped with efficient collection and treatment. Installation: In the links of material storage, transportation, etc., under the premise of ensuring safe production, enterprises should adopt airtight, enclosed and other effective measures to control fugitive emissions.

Six, review and supervision

1. The people's governments of all cities (including Dingzhou and Xinji City) and the Xiongan New District Management Committee are fully responsible for the authenticity and accuracy of the foundry production statistics in the region. The city-level industry and information technology department and the development and reform department will conduct statistical verification of the casting production capacity in the region. The production capacity list jointly reported by the two departments is accompanied by the verification opinions issued by three or more senior experts in the casting related industry (two copies in paper) , 1 electronic version), submitted to the Provincial Department of Industry and Information Technology, the Provincial Department of Industry and Information Technology, in conjunction with the Provincial Development and Reform Commission, and the Department of Ecological Environment to update and announce the province’s legally and compliant casting enterprise production capacity list annually, which is not legally compliant Announcement can only be made after the rectification of the production capacity of the enterprise in compliance with the regulations, and the technical renovation plan or capacity replacement plan of the project shall be resolutely reviewed according to the law. Before the end of December each year, each city needs to report to the Provincial Department of Industry and Information Technology (see Annex 14) the production and operation status of the enterprise (the main operating income in December can be estimated).

2. The proposed project plan submitted by the project owner must have approved opinions issued by more than 3 senior experts in the casting related industry (including 1 air pollution prevention and environmental protection expert), county (city, district) level industry and informatization, The specific person in charge of the development reform or administrative examination and approval department should also participate in the verification and sign. Competent departments at all levels adhere to the combination of enterprise commitments and on-site verification, carefully screen the plans, especially the authenticity and compliance of the production capacity indicators used, trace back to the source of the production capacity indicators, and for those that do not comply with regulations or have doubts but have not been verified None of the plans will be publicized.

3. After the announcement of the plan, the industry and information authorities at all levels shall, in accordance with their duties and powers, in conjunction with the development and reform and ecological environment authorities at the same level, comprehensively track the development of new or technological transformation projects, and earnestly implement the supervision responsibilities during and after the event, especially the county Level-level approval and filing departments shall be responsible for the main supervision and management of local new or technological transformation projects, and relevant provincial and municipal departments shall conduct random inspections. Before the trial production of the new project is completed, supervise the relevant enterprises to shut down, dismantle and withdraw the production capacity for replacement according to their promises and announce to the public (including the early shutdown and withdrawal), supervise the announcement and organize the inspection of the actual production capacity of the new production equipment (see Attachment 15). Once untrustworthy behavior of "approving small and building large" is discovered, it shall be ordered to rectify in conjunction with relevant departments, and shall be carried out in accordance with the "Environmental Impact Assessment Law of the People's Republic of China", "Regulations on the Approval and Filing of Enterprise Investment Projects" and other laws and regulations deal with.

4. Relevant departments should strengthen the supervision and management of safety production of foundry enterprises.

7. Supervision and accountability

Departments in charge of industry, informatization, development and reform, and ecological environment at all levels should unblock reporting channels, and promptly disclose telephone, fax, e-mail and other reporting methods on portal websites to accept social supervision. Companies that engage in fraud or illegally increase production capacity must be strictly investigated and punished, and relevant parties must be jointly punished. Departments and individuals that have been involved in dereliction of duty or dereliction of duty in the implementation of the plan, such as lax inspection and supervision of the plan, will be referred to relevant departments to be held accountable in accordance with laws and disciplines.

This notice will come into effect on the date of issuance and will be revised in due course according to the development of the industry. The Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, and the Provincial Department of Ecology and Environment are responsible for the interpretation.
